The term "certified used car" or "certified pre-owned" is not regulated by the Federal Trade Commission and can mean a great deal of things, depending on the selling dealer.
Typically, a certified used car has been through some sort of inspection and is guaranteed by the seller. It's important for car buyers to examine the inspection paperwork to see exactly what was inspected and what the terms of the guarantee are.Some dealers will certify a used car, but not stand behind the certification. Others will claim to have had an inspection done, but not be able to provide any inspection paperwork.
The best certifications will provide a copy of the inspection as well as a written guarantee. Pay no attention to the number behind the inspection such as "348-point inspection." The windshield wipers alone, for example, can be ten points. One for the hinge, one for the switch, one for the blades, etc. Another dealer might do just as thorogh of an inspection and only have one point called "wiper blades." Instead of focusing on the points, get a copy of the inspection and ask if the inspection was done by an ASE certified mechanic.
As far as the written guarantee, you are looking for a warranty from the dealership that says they will fix the vehicle in the event of a breakdown. Is towing service provided? How about rental car service? What are the deductibles and limitations of coverage? These are all good questions to ask up front, before you have a break down.
